You can bypass the name filter with characters from non-latin alphabets.
For example, this name is blocked by the name filter:
Wanker

This name, using Thai characters, is not:
พคฑKeจ

My suggestion for the name filter is to give everyone in a public lobby a randomized name from a list of valid names. Similar to the color borders that everyone already gets.
There will always be ways to break the name filter, and while you could handle problematic names with reports it seems easier to just give everyone a random name.
