On the How to Play information it says Residents Win If: 2-4 Residents trust each other in the Airlock with no Personoids present
It's misleading because you can't win this way and in my 60+ hours I've never seen someone win this way, so not really a bug just information that shouldn't be there or just really poorly explained, if you can win this way do let me know
