I just started playing and I have been personoid for every game except my first. I have played over 10 games all as personoid. I have shared this bug in discord. Looking forward to a response!

Personoid selection has been modified in Update 13. We hope you enjoy the change :)
We are rebalancing the randomisation system, so it's less random. Meaning if you play personoid for a few rounds it will switch over to resident.
