My suggestion would be a tranq pistol that would cause any residents shot to rag doll as if they died. Instead of dying, their screen (except for hud) would turn almost black. They could be picked up like a body and the effect would last for 30 seconds. While tranquilized, the resident could be thrown into hazards with a 50% reduction in time until they die to said hazard.
