A penalty for dcing first stage or in the loading screen. It wouldn't take effect immediately, only if you dc a given amount of times and if you don't disconnect for an amount of games in a row it gets reset or something along those lines. There is a lot of dcs and I mean a lot, just 1 completely ruins the game for each faction. Some people join a lobby, dc in the loading screen and repeat, and since there is no penalty they can just do that until they finally get banned so something like a penalty would also make the mods job easier
