zhaDe's suggestion seems more balanced to some extent. The problem with an EMP rendering a Personoid unable to move is that it would be a more powerful version of the scanner. You'd be able to clear Residents very easily with it (since they won't be effected), and find out the Personoids quickly.

Could be a defensive anti-syringe item maybe ? Say you pick it up, activate it, then you have syringe protection for some time. I guess it should be visible that you are protected so it would act more as a deterrent ?
