I have come across far too many players who cheat, break rules, eliminate others unfairly based on ludicrous reasoning or are abusive to others. This includes instances of racism, discrimination and prejudice. I feel that one potential way to tackle this could be the introduction of players who can act as admin/mod in addition to playing the game. Perhaps people who have reached level 30 can have the option of being such a player and help to monitor games, report bugs, supervise players, maybe boot those who breach rules etc.
